We are searching for an Senior Acquisition Analyst to support the PEOC3T contract located at Aberdeen Proving Grounds, MD. The Acquisition Analyst will provide a variety of budgetary functions. Responsibilities shall include but not be limited to analyzing and formulating program requirements, preparation, monitoring, justifying and defending budgets, acquisition schedules and milestone schedules, monitoring and tracking obligations and expenditures through the execution phase and initiating and tracking procurement and budget documentation throughout the procurement and budget cycles. The Acquisition Analyst will support a variety of budgetary reports and, when assigned, perform designated segments of more complex budgetary assignments.
Essential Job Duties and Responsibilities:
The Acquisition Analyst will provide fiscal/execution year (and prior year for multiple year appropriation) support services, consisting of the preparation and integration of various comprehensive reports and documents. The Acquisition Analyst will provide funding execution information to support the preparation of budget briefing packages as well as the preparation and maintenance of recurring contractual funding profiles of execution data. The Acquisition Analyst will prepare, collect and analyze financial data to assist the Government in preparing and establishing funding accounts. The Acquisition Analyst will analyze and prepare accounts for FY initial start-up, carryover requirements, and closeout. The Acquisition Analyst will support the preparation and/or review of miscellaneous report formats provided to senior level management which contain execution and budget year data.
The Acquisition Analyst will support PEO C3T by preparing preliminary acquisition documents that reflect technical and operational requirements for Government approval. The Acquisition Analyst will support PEO C3T by developing requirements such as, but not limited to: Service Contract Approvals Requests (SCAs), Performance Work Statements (PWSs), Statements of Work (SOWs), Statements of Objective (SOOs), Labor Category Descriptions, Justification and Approval Documents (J&As), Independent Government Cost Estimates (IGCEs) and Quality Assurance Surveillance Plans (QASPs), Acquisition Plans (APs) and Acquisition Strategies (ASs). The Acquisition Analyst support to the PEO C3T will also include, but not be limited to the following: draft limited competition memos such as use of non-DoD contract vehicles, sole source justifications and directed procurements; participate in the development of independent cost analyses used by Government personnel as the basis of Independent Government Cost Estimates (IGCE) in the procurement process; draft Quality Assurance Surveillance Plans (QASPs) subject to PEO C3T approval to support the procurement process.
Requirements SECURITY CLEARANCE REQUIRED: Must currently hold a security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.

Technical Requirements (required):
· Bachelor's Degree and 8 years of experience or equivalent education and experience.
· Budget and Accounting experience
· DAWIA Certifcation preferred
· Experience working with spreadsheets and various reports and database systems
· Experience supporting a DoD or Army Program.
· Good inter-personal; writing; and verbal skills
· Able to multitask and successfully be effective on simultaneous projects at various stages of completion
· Experience with and understanding of DoD 5000.2 preferred
